For local citizens, the first and most important step is to inform the Immigration & Checkpoints Authority (ICA) of your new address. You can do this online through ICA's e-Service portal via your Singpass or by visiting their office in person. Make sure to get ready your identification documents, such as your NRIC or passport as well as document proof of your new residential address.

If you are living somewhere else temporarily for reasons such as renovating your home, it is unlikely to be viewed as an offence if you do not update your temporary address. However, if you do not have the intention of going back to the registered address, it constitutes an offence and is punishable by law.

Yes, it is compulsory for identity card holders to report a change of address within 28 days of moving to a new residence in or outside of Singapore.
